Inova appoints Susan Carroll as Chief, Clinical Enterprise Operations   

Raj Chand, MD, to serve as Interim President, Inova Loudoun Hospital 

Fairfax, VA — Inova is pleased to announce the appointment of Susan Carroll, FACHE, MHA, as Chief, Clinical Enterprise Operations, effective August 3, 2026.  

 Following an extensive national search, Carroll, who currently serves as President, Inova Loudoun Hospital, will assume day-to-day operational leadership of all clinical sites of care across Inova. In her role, she will lead efforts to further strengthen operational excellence, enhance collaboration across the enterprise and advance Inova’s commitment to delivering world-class care to every patient.  She succeeds Toni Ardabell, MSN, MBA, who will retire at the end of this year.

Carroll brings more than 28 years of leadership experience within Inova, earning a reputation for driving operational excellence, fostering collaboration and delivering strategic results.   

As President of Inova Loudoun Hospital, Carroll has led the hospital through significant growth while maintaining an unwavering focus on quality, safety and patient experience. Her deep understanding of Inova’s operations and culture, combined with decades of leadership across the organization, positions her to help guide the health system into its next phase of innovation and excellence.  

Upon Carroll’s transition to her new role, Raj Chand, MD, President, Inova Fair Oaks Hospital, will serve as Interim President, Inova Loudoun Hospital, while Inova conducts a national search for the hospital’s next permanent president.   

Beyond Inova, Carroll is deeply committed to serving the community. She serves on the Board of Trustees for Shenandoah University, is a member of the Radford University Health Science Board, a member of the Loudoun Senior Executive Council and serves on the Board of Directors for the Master Singers of Virginia. An advocate of initiatives aimed at cultivating the development of future healthcare workforce, she is a founding stakeholder of Loudoun County Public Schools’ The Health and Medical Sciences (HAMSci) Academy. She was most recently honored as one of Washingtonian’s Most Powerful Women of 2025.
